redact_jobs_not_enabled

HTTP status: 503 Service Unavailable

What happened

Text jobs are not accepted right now; GET /v1/access shows text_contract.jobs_accepting_submissions.

What to do

Send short texts to POST /v1/redact, and try text jobs again later.
